There's gardening and then there's GUERRILLA gardening -- finding a piece of neglected or unused public land in the middle of an urban area and making it beautiful. It's becoming so popular around the world that it, of course, has its own site: guerrillagardening.org
Some people plant under cover of darkness, some leave homemade flower boxes around the city, some have been known to fill potholes with dirt and flowers. I see this as a community service project not some kind of urban warfare. You have to make sure your little bit of earth is appropriate for a beautification effort (and I'm not encouraging you to do something illegal).
